Who Talks TCP?
The list of hosts was taken from the NIC hostname table of 2-Dec-82.
The tests were run on 7-Dec-82 from ~12:01 am to ~2:15 am PST and from
~12:30 pm to ~7:00 pm PST.
Dead, refused, and unreachable hosts were retried 8-Dec-82 from ~3:15 pm
to ~4:30 pm PST.
Claims are taken from the NIC host table:
T = tcp (no particular services mentioned)
t = tcp/telnet
f = tcp/ftp
s = tcp/smtp

§1Testing TCP Support
In the early 1980s, the Transmission Control Protocol (TCP) was still new and had not yet been deployed everywhere. The NIC (Network Information Center) maintained a hostname table listing computers on the internet, but the table did not clearly indicate which ones actually supported TCP or which services they offered.
RFC 832 documents an empirical survey conducted by David Smallberg on December 7-8, 1982. Smallberg tested every computer in the NIC hostname table to determine which ones accepted connections for three major TCP-based services: Telnet (for remote login), FTP (for file transfer), and SMTP (for mail).
In 1982, most computers did not yet use TCP. Someone decided to test all the computers in a list to see which ones worked with these three services. The test was simple: try to connect and see what happens.
§2How the Survey Was Conducted
The survey tested 315 hosts from the NIC hostname table as it existed on December 2, 1982. The tests ran on two days: December 7, 1982, from 12:01 am to 2:15 am PST and from 12:30 pm to 7:00 pm PST. Hosts that appeared dead or refused connections during those initial tests were retried on December 8, 1982, from 3:15 pm to 4:30 pm PST.
For each service tested, Smallberg classified the result as: accepted (the host provided the service), refused (the host rejected the connection), unreachable (the network could not reach the host), or dead (the host did not respond). Some hosts were marked as not having a service that they claimed to support.
The tester tried to reach each computer on two days, testing three services on each. The computers either answered, refused, went unanswered, or could not be reached. If a computer seemed dead on the first try, the tester tried again the next day.
§3What the Survey Found
The results reveal the early state of TCP deployment. For Telnet: of the 315 hosts, 64 accepted Telnet connections from those claiming to support TCP/Telnet, 22 had no Telnet claim but accepted it, and 12 had no TCP claim but accepted Telnet. For FTP: 49 hosts claiming TCP/FTP support accepted connections, 18 lacked the claim but accepted FTP, and 15 had no TCP claim but accepted FTP. For SMTP: 48 hosts claiming TCP/SMTP support accepted connections, 5 lacked the claim but accepted SMTP, and 10 had no TCP claim but accepted SMTP.
A significant finding was that many hosts appeared dead (58 dead across all three services), were unreachable (15 unreachable), or refused connections. Some hosts claimed to support TCP services in the hostname table but did not actually respond when tested. The survey provides a rare snapshot of which corners of the early internet actually had working TCP implementations.
Most computers did not have these services working yet. Some computers said they could do Telnet, FTP, or mail but when tested, they did not answer. Others were broken or could not be reached. A few worked fine. The results showed that TCP support was scattered and inconsistent.
§4Status and Succession
RFC 832 is a one-time survey document that captured a moment in the early history of TCP deployment. As a snapshot of a specific point in time (early December 1982), it became outdated almost immediately. RFC 833, published shortly after, conducted an updated survey with fresh results.
Today, RFC 832 is a historic artifact showing how sparse and fragmented TCP support was in the early 1980s. It illustrates that while TCP was being deployed, many early computers had not yet adopted it or did not reliably implement its services.
This survey was taken on one specific week in 1982. A week later, someone did it again and called it RFC 833. The results changed because computers were being turned on or off, or were getting fixed. Today, the RFC shows us how few computers had these services back then.
