Registration of Second-Level URN Namespaces under "ietf"

Abstract

RFC 2648 defines the "ietf" URN namespace and a number of sub-
namespaces. RFC 3553 defines an additional sub-namespace, "params",
and creates a registry to document allocations under that. But there
is no registry that lists, in one place, all sub-namespaces of
"ietf". This document creates and populates such a registry, thereby
changing the mechanism defined in RFC 2648 for adding new sub-
   namespaces of "ietf".

1. Introduction

"A URN Namespace for IETF Documents" [RFC2648] defines the "ietf" URN
namespace and a number of sub-namespaces. "An IETF URN Sub-namespace
for Registered Protocol Parameters" [RFC3553] defines an additional
sub-namespace, "params", and creates a registry to document
allocations under that. But there is no registry that lists, in one
place, all sub-namespaces of "ietf". This document creates and
populates such a registry, thereby changing the mechanism defined in
RFC 2648 for adding new sub-namespaces of "ietf".

2. IANA Considerations

There is currently a top-level registry group called "IETF Protocol
Parameter Identifiers", which contains one registry, "IETF URN Sub-
namespace for Registered Protocol Parameters". IANA has taken the
   following three actions:

Action 1: Renamed the group "IETF Protocol Parameter Identifiers",
giving it the new name "Uniform Resource Name (URN) Namespace for
IETF Use". The existing registry in that group remains, and its name
is unchanged. Its registration procedure has been updated to "IETF
   Review" (formerly called "IETF Consensus").

Action 2: Added a new registry to the renamed group. The new
registry is called "IETF URN Sub-namespaces", and new registrations
will use the IETF Review policy [RFC5226], which provides for IETF
consensus in order to add a new URN namespace under "ietf". The new
registry appears first in the group, to provide a human-friendly,
top-down resolution of the namespace hierarchy.

Action 3: Populated the new registry as follows:

   IETF URN Sub-namespaces

Note: This is the Official Registry for sub-namespaces of the 'IETF'
   URN Namespace.

This is a procedural document and is entirely unrelated to security.

PROBLEMNo single registry listed all the sub-namespaces under the "ietf" URN namespace, which are spread across RFC 2648 and RFC 3553.
MECHANISMIt asks IANA to rename a registry group, add an "IETF URN Sub-namespaces" registry using IETF Review, and populate it with the seven existing entries.
WHY IT MATTERSNew sub-namespaces under "ietf" now need IETF consensus, changing the mechanism from RFC 2648.

§1The Missing Registry

RFC 2648 defines the "ietf" URN namespace and several sub-namespaces. RFC 3553 adds the "params" sub-namespace and a registry for allocations under it. But no registry listed, in one place, all sub-namespaces of "ietf".

This document creates and populates one, which changes the mechanism RFC 2648 defined for adding new sub-namespaces. It updates RFC 2648.

Some names lived in one book and some in another. Now there is one master list.

§2The Three IANA Actions

IANA took three actions. First, it renamed the group "IETF Protocol Parameter Identifiers" to "Uniform Resource Name (URN) Namespace for IETF Use"; the existing params registry stays, and its procedure became IETF Review (formerly called IETF Consensus). Second, it added a new registry, "IETF URN Sub-namespaces", listed first in the group, with IETF Review as the policy from RFC 5226. Third, it populated that registry.

The librarians renamed a shelf, added a new master list at the front, and wrote the names into it.

§2.1What the Registry Lists

The registry is the official one for sub-namespaces of the IETF URN namespace. It holds seven entries: rfc, fyi, std, bcp, id and mtg, all from RFC 2648 with no separate IANA registry, and params from RFC 3553 with its own IANA registry.

The security section says this is a procedural document entirely unrelated to security.

The list has seven names, and only one of them has its own sign-in book.
