Link 191
At the Network meeting at the University of Illinois, it was agreed to
reserve a link for use in measurements. The link chosen was the highest
unassigned link which was incorrectly calculated to be number 223. The
correct number is 191. Therefore, Link 191 will be assigned for
measurement use. Use of this link should be cleared with the Liasion
Officer at the Network Measurement Center (NMC).

§1A Link Set Aside for Measurement
At the Network meeting at the University of Illinois, it was agreed to reserve a link for use in measurements. The link chosen was the highest unassigned link.
The note is dated 25 February 1971 and comes from J. Postel and C. Crocker at UCLA Computer Science. It is a single paragraph with no protocol detail.
The grown-ups at a meeting agreed to save one numbered slot for measuring things. This note says which number.
§2Correcting the Number
The link chosen was the highest unassigned link, which was incorrectly calculated to be number 223. The RFC states that the correct number is 191.
Therefore link 191 is assigned for measurement use. The RFC does not explain how the 223 figure was reached, only that it was wrong.
Someone did the counting wrong and said 223. The right answer is 191, so that is the locker that is saved.
§3Getting Permission to Use It
Use of this link should be cleared with the Liaison Officer at the Network Measurement Center (NMC). The note gives no other rules about what may be sent on the link or how.
If you want to use locker 191, you have to ask the person in charge of measuring first.
